Effective data localization extends far beyond mere server placement and local hosting. In light of Vietnam’s evolving data governance regime, organizations face the complex challenge of converting legal mandates into enforceable technical controls across storage, access, recovery, and third-party processing. This article presents a robust four-layer execution model: spanning visibility, residency, cryptographic control, and lifecycle governance to enable enterprises to establish auditable, resilient, and fully compliant data architectures.
