Ahead of the Personal Data Protection Law (PDPL), expected to take effect in early 2026, a leading non-alcoholic beverage company in Vietnam has proactively launched a large-scale compliance assessment project. The challenge lies in its scope, spanning a complex operational ecosystem encompassing over 3,000 employees, 6 factories, 5 offices, and a nationwide distribution network. The company's goal extends beyond simply meeting legal requirements; it aims to standardize data governance processes within a dispersed and diverse organizational structure.

After more than three months of implementation, the result is a Data Health Check Report closely aligned with operational practices, offering over 20 key recommendations. Based on this, we propose a three-year Strategic Implementation Roadmap to help businesses gradually transition from passive compliance to establishing a sustainable and long-term data governance framework, consolidating their leading position in the market.

To achieve this goal, we adopted a comprehensive approach through a series of in-depth exchanges with over 30 responsible contacts and direct on-site surveys at factories, offices, and retail locations. Alongside a thorough review of systems and processes, we partnered with our clients as a true Data Protection Officer (DPO). This process included assisting in finalizing legal documentation, advising on handling operational issues, and designing specialized training programs for each target group, aiming to build a deeply ingrained culture of personal data protection within their workforce.

Under pressure to comply with Decree 13/2023/ND-CP, the Customer – the leading ride-hailing company in Vietnam – faced an urgent challenge: completing the Personal Data Processing Impact Assessment (DPIA) and Cross-Border Personal Data Transfer Impact Assessment (OTIA) dossiers for 05 subsidiaries in less than 03 months. The biggest challenge lies in the complexity of the technology ecosystem with its intricate interconnected systems and enormous volume of data subjects, including hundreds of thousands of driver and merchant partners and over 50% of the nationwide user market share.

To solve the problem, we collaborated with the relevant stakeholders at each legal entity to conduct a detailed inventory and analysis of data processing activities within the service supply chain. The focus of this process was the refinement of the system diagram and data flow, visualizing operational processes into a transparent information map. This approach ensured that the documentation not only strictly complied with legal regulations on data protection but also reflected the operational practices of the five legal entities within the ecosystem.

The result of this effort is that more than 7 complete dossiers have been approved and are ready to be submitted to the Ministry of Public Security nearly 20 days ahead of schedule. This achievement not only helps the Client meet stringent compliance requirements in a timely manner but also minimizes legal risks for cross-border operations, creating a solid foundation for the sustainable development of the business in the Vietnamese market.

Within the framework of a strategic partnership with a fintech company to protect over 30 million users, the Client – ​​a leading UK provider of biometric authentication solutions – faced significant legal challenges upon its first entry into the Vietnamese market. As the Personal Data Processor managing the highly sensitive biometric data, the Client was required to conduct a Data Processing Impact Assessment (DPIA) and an Overseas Data Transfer Impact Assessment (OTIA), while also meeting stringent local legal requirements.

Overcoming geographical barriers and differences in legal systems, we collaborated closely with our UK team through a series of in-depth surveys to collect and process information. In parallel with our role as a DPO, we focused on standardizing policy and contract systems, supporting the "localization" of our clients' international standards to ensure compatibility with Vietnamese law. This process went beyond simply completing documentation; it also included advising on ongoing data processing activities, ensuring tightly controlled operational processes.

As a result, both the DPIA and OTIA dossiers were completed on schedule, creating a secure legal framework for the client's operations. Through comprehensively refining the documentation system, we supported the business in building continuous compliance capabilities, creating a solid foundation for adapting and sustainably expanding operations in the Vietnamese market in the long term.
